After Mr. Adolfo Held checked-in at the hotel on August 15, 2007, a short meeting was conducted with Engr. Christine A. Orbe, Manager of the Iligan City Waterworks System Office (ICWS), at the ICWS Conference Room. Engr. Orbe made a short presentation on the organizational structure of the Office and an overview of the existing water system in Iligan City.
On August 16, 2007, Mr. Held met Archt. Gil R. Balondo, City Planning and Development Coordinator (my boss) and had a short informal discussion. Then Adolfo and I proceeded to ICWS Office to get ready for the scheduled site visit. With us were Engr. Josephus Albao and Leelic Dacoco. We visited the Ditucalan Spring water source, Camague Reservoir, Fuentes Clustering System, Hinaplanon Pumping Stations, and Luinab Reservoir.

Mr. Held said that the Ditucalan Spring source has still enough capacity to supply the existing water consumers. The problem lies in the distribution. It was also observed that the water treatment facility being used is already rusted.

Pilot Project on Water Meter Clustering System
A pilot project on Water Meter Clustering System is being implemented in Fuentes, Barangay Ma. Cristina. This system was developed to be able for the meter readers to have easy access to the water meters specially in residential areas where most of the home owners are working. This will be replicated in other areas of the City.

This is an open reservoir located at Camague, Barangay Tomas Cabili. In the Water Supply Master Plan formulated by AusAID in 1998, it was recommended that this reservoir be covered for sanitary reasons. However, for 9 years the reservoir remained uncovered. During the visit, a goat was found in the reservoir area (tied to a plant near the fence) even when the area is fenced and the gate is padlocked. The owner of the goat was called and asked to remove the goat.

Hinaplanon Pumping Stations
Iligan City has 3 pumping stations with a total capacity of 3,000 gallons per minute located near the Mandulog River at Barangay Hinaplanon. The 3 pumping stations fill the Luinab reservoir.

The reservoir is filled with water at midnight for about 2 hours and 40 minutes. Using the filled reservoir, the water is distributed to the households early in the morning. The capacity is consumed in 3 hours of continuous supply. After 3 hours of distribution, the households are supplied with water directly from the pumping station. The reservoir is in standby until midnight when it will be refilled again. The reservoir is therefore not in use for about 18 hours. During the visit, the Consultant noticed a crack in the reservoir. Engr. Albao said that it has something to do with the construction process. The Consultant said that it is not a good thing to have a reservoir crack only a year after its completion.

Other Information during the Site Visit
The rehabilitated pumping station in Mahayahay is not in operation. It was found out after the rehabilitation (costs about P1.0 million) that the water from the pumping station is not potable. So, the pumping station is not being used.
