The cooperation between Iligan and InWEnt, Germany started, somehow, during my 1-year training in Germany after I presented my project proposal to Michael Funcke-Bartz, Senior Project Manager of the Sustainable Cities Development Program.
I was granted to participate in a one-year training in Germany when my boss, Archt. Gil Balondo, sent my nomination in reply to the UN-Habitat invitation. The program was on Sustainable Cities Development : Local Agenda 21 in Practice conducted on March 2006-February 2007. It focused on sustainable solidwaste management, water management and wastewater disposal. As participants, we were required to develop a project proposal which we would present to our bosses (Archt. Balondo and the mayor, in my case) for possible implementation. My proposal was on the improvement of water supply and water distribution in Iligan City.
When Michael Funcke-Bartz saw my proposal in January 2007, he then told me of a possible cooperation with InWEnt in Iligan. He was interested because I used the Theory of Constraints concept in the development of my proposal plus the fact that water management is in the scope of their program. After that, he emailed to me the proposal of InWEnt together with the application form which I emailed to Iligan through Archt. Balondo, for review and appropriate action.
The final application form was submitted (in digital and hard copy) to InWent in July 2007. After processing of the application by InWEnt, Iligan City was required to submit 3 Letters of Commitment : by the City Mayor, the City Administrator and the Waterworks Manager.
After receipt of the Letters of Commitment, a series of phone calls to me was made by Mr. Funcke-Bartz to finalize the schedule of the TOC workshop. Mr. Adolfo Held, a German Theory of Constraints Consultant, was sent by InWEnt to give an Introduction to Theory of Constraints to select city government employees and the top officials. I arranged for his accommodation here in Iligan and his transportation. Mr. Held was my instructor in Theory of Constraints for one week during my training in Germany.
